The University of Papua New Guinea (UPNG) advises all prospective Non-School Leaver (NSL) applicants that beginning with the upcoming academic intake for 2027, NSL applications for programs listed on the National Online Application System (NOAS) must be submitted through NOAS, administered by the Department of Higher Education, Research, Science and Technology (DHERST). This transition is part of UPNG’s commitment to modernize and streamline the admissions process, ensuring greater efficiency, transparency, and accessibility for applicants nationwide in compliance with the DHERST regulations.
Non-School Leaver Applicants are advised to take note of the following:
1) Programs listed on NOAS: Applications must be submitted through the DHERST NOAS portal. Manual submissions will not be accepted. The programs to which applications are to be made through NOAS are listed below:

2) Programs NOT listed on NOAS: Applications will be accepted through the UPNG Applicant Portal for programs not listed on NOAS. The deadline for applications through UPNG Applicant Portal is the midnight of Friday, 2nd October 2026. The programs to which applications are to be made through UPNG Applicant Portal are listed below:

Re-Enrolment Applicants are advised to take note of the following:
Re-Enrolment Applications must also be submitted through the UPNG Applicant Portal on or before the midnight of Friday, 2nd October 2026. Candidates who have withdrawn (or) excluded from studies for academic or disciplinary reasons and are eligible to Re-Enroll in Semester 1/2027 only must apply under this Category.
Note: Candidates must apply to the programs in which they have withdrawn or excluded previously. No change of program will be considered under this category.
Instructions for Applicants applying through the UPNG Applicant Portal:
- Applicants will need to fill a sign-up form online to create your login account for the UPNG Applicant Portal. Click on “REGISTER” button on the Applicant Portal homepage to sign-up for a login account. a. You are not allowed to use Login Accounts created in the previous years (2026 or prior). Sign-up for a fresh login account using your working personal email address to apply for 2027.
- Please visit the UPNG website to download the User Manual for applicants. User Manual can also be downloaded by clicking the Guidelines link on the TOP RIGHT CORNER of the Sign-up page. Link to access the sign-up page is available in the UPNG website. UPNG Applicant Portal: https://uis.upng.ac.pg/applicant-portal.
- After submitting the sign-up form, you will normally receive an email with your login credentials and link to the UPNG Applicant Portal. Automated emails may sometimes land in your SPAM or JUNK folders. Please check those folders as well in your email. Even if the email is not delivered, please use the personal email address used for sign-up as the username and the password chosen by you in the sign-up form to login to the Applicant Portal.
- Follow the guidelines provided in the user manual to fill your application online. Please remember that you can apply for ONE program ONLY. Once you choose a program of your choice, the rest of the sections of the online applications will be visible for you to complete.
- 5Make sure you complete all important information on the application and upload the scanned copies of relevant documents required to support your application. You will be able to submit the online application only after uploading the required supporting documents that are compulsory. Hence, make sure you have all the scanned copies before you start to apply.
- Review all the sections of the application carefully. Pay the appropriate Application Fee (K 50.00) online using BSP Pay and Submit your application. No other modes of payment will be entertained from UPNG Applicant Portal.
- Applications that are completely submitted along with ONLINE PAYMENT are ONLY considered for selection.

- If your name is not on the Final List published on the UPNG Website, it means that your application for admission in 2027 has been unsuccessful.
- All information regarding 2027 Fees, Registration and Orientation will be included in the acceptance letter. Manual applications for Undergraduate Programs without any record of online submission WILL NOT be considered.
